The threshold for a party to retain ballot access in the state of Utah is 2% of the vote in a U.S. House of Representatives election, no?

Acknowledging that state statutes can be confusing, see section 20A-8-101 of the Utah Code.

The key phrase is: "in at least one of the last two regular general elections, polled a total vote for any of its candidates for any office equal to 2% or more of the total votes cast for all candidates for the United States House of Representatives in the same regular general election".

So, take the total votes cast for all candidates for the United States House of Representatives in the same regular general election, and add those numbers together.

(In Utah in 2022 there were four such contests, and at least two candidates in each of those four contests.)

Then take two percent of that number.

That's a political party's qualifying threshold.
